Position Title : HR Assistant II
Classification : General Service Staff, Grade 5
Duty Station : Jakarta - Indonesia
Type&duration of contract : Special All Inclusive contract, 3 months
with possibility of extension
General Functions:
Under the direct supervision of Resources Management Officer i(RMO)
in Jakarta and overall guidance of Senior Resources Management
Officer (SRMO), the incumbent will provide human resources' support
to the IOM Jakarta and Sub Offices under Jakarta. In particular,
he/she will:
1. In coordination with the other HR staff/admin and finance,
provide human resources support to IOM Jakarta and its sub offices
(Bogor, Pontianak, Mataram, Batam, Kupang, Makassar, Merauke,
Jayapura, Rote, Maumere, Tanjung Pinang, Ambon, Medan, Situbondo,
Denpasar, Lampung, Surabaya).
2. Prepare and ensure correctness of all administrative paper work
pertaining to national staff , such as personnel action,
appointments, extension of Appointment, Separation Clearance,
Promotion, Advancement Within Grade, Annual/Sick Leave and
Dependency Allowances, MSP Admission;
3. Prepare monthly payroll of staff members for Jakarta and sub-
offices under Jakarta through PRISM/SAP system and ensure that the
payroll is forwarded to finance on a timely manner;
4. Be a main focal point for the HR PRISM/SAP Payroll system in
Jakarta Office and Organizational Management in charge for HR
PRISM/SAP.
5. Close coordination with HR PRISM Team and HR Rollout Team Manila
6. Maintain national staff data in HR PRISM system and ensure that
the data is correctly updated.
7. In coordination with HR colleagues in the mission, prepare the
National staff Terminal Emolument report;
8. In coordination with the HR colleagues in the mission, ensure
that the monthly reports like PEF, MSP and CP are accurate,
consolidated and submitted to the Field Personnel Unit Manila on a
timely manner;
9. Establish a human resources database for national staff/local
recruitment; maintain personnel files, attendance records of
national staff, consultant/Intern;
10. Ensure that staff members understand the terms and conditions of
their employment;
11. Ensure that human resources/personnel policies are followed in
accordance with the established rules and guidelines;
12. Liaise with Occupational Health Unit (OHU) Manila on medical
entry/exit/annual examination for drivers; with Health Claim
Processing (HCP) Manila on the Medical Service Plan (MSP)
application/participation; with MRF when requesting approvals; with
PAC for promotion/separation and other HR functions; and with HR
colleagues in Banda Aceh and Yogyakarta, with Project Manager (PM)
and other colleagues/unit within the mission, etc.
13. Provide regular guidance to the HR Assistant I in Jakarta, HR
colleagues in the mission and act as focal point for HR support;
guide and provide technical assistance to other HR staff in the sub-
offices, as required.
14. In coordination with HR colleagues in BA, prepare UNJSPF
(Pension Fund) report to Finance and ensure that the report is
balance with the PRISM; Prepare UNJSPF Mission report to Pension
Administration in Geneva and Manila on timely Manner.
15. Prepare MSP reimbursement payment that authorized by HCPU and
ensure that the payment is carried out on the current month, and
prepare MSP ID card number for staffs member and dependents.
16. Perform other duties as may be assigned.
Desirable qualifications:
University degree in Administration, Human Resources, or
alternatively, a combination of relevant experience in these fields.
Previous experience in an administration unit at an international
organization is an advantage.
Three to Five years experience in human resources and administration
management; Proficient in computer applications; Ability to work
independently under minimal supervision; Ability to work effectively
and harmoniously within a team of colleagues from varied cultures
and professional backgrounds.
Proficient in the English language.
