CARE International Indonesia Vacancy : KAP Survey Consultant (Tangerang)



 

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit.

 

CARE in Tangerang Office is currently recruiting the following positions for its  project:

 

KAP SURVEY CONSULTANT (KAP-S)

 

OVERALL PURPOSE OF ASSIGNMENT

The ACT project requires services of a research agency to undertake Knowledge, Attitude and Practices survey and provide recommendations on messages to raise awareness on Avian Influenza in Tangerang City and Tangerang District.

 

BACKGROUND

The ACT project, aimed at developing community awareness towards Avian Influenza in Indonesia's AI hotspot area Tangerang City and Tangerang District, has entered its third year. A number of developments have caused that the project experienced delays in its implementation, including a KAP survey which was supposed to act as baseline survey for the project.. Implementation of this KAP survey will help the project in preparing proper messages and community events during the second part of the third year of implementation.

A Knowledge, Attitudes and Practices survey was supposed to take place in 2007, but due to external factors the project has not been able to undertake that survey, even after a complete procurement process was undertaken. As the project is now in its third year, an opportunity is created to undertake a study which provides some comparison between urban areas (in Tangerang City) which have not yet been subject to AI intervention activities with areas which have already undergone such intervention. Also, as the project is currently planning to start activities in rural Tangerang, while already having undertaken various activities in urban Tangerang, the project also allows to undertake an urban-rural comparison.

 

 

CONTRACT DESCRIPTION

The survey will collect and analyse information and basic data about awareness and knowledge, attitude, and practices of the Avian Influenza target groups in prevention, surveillance/detection and response of bird flu, including communications impact and general characteristic data of project location. This allows the project to develop proper messaging and undertaking community events which are using proper messaging.

 

SCOPE OF SERVICES

The survey will include the following services:

  • Survey Design
  • Identification of respondents
  • A cross sectional study will (tentatively) have to be conducted in:
    1. 5 out of 30 villages from 5 sub-districts in Tangerang City where the ACT project is located;
    2. 5 villages in the same sub-districts which have not been subject to the ACT project;
    3. 5 villages in rural parts of Tangerang District which have not been subject to the ACT project (but will be targeted by the project). The actual number of respondents, villages and districts will still be discussed.

          Subject of the study will be:

          Households which keep one or more kinds of poultry (chicken, duck, bird, or geese). The subject to be interviewed is the person who is     responsible to regularly take care of the poultry (this may include children).

  • The survey will obtain and measure key indicators in the following technical area:
    1. General characteristics of target households
    2. Knowledge levels of key household members towards bird flu
    3. Attitude towards poultry, bird flu
    4. Practice how poultry is kept and how bird flu prevention is handled
    5. Impact that the ACT project (or other projects) have had towards KAP.

DISTRIBUTION STRATEGY

Not applicable: the survey results will be submitted to CARE and CDC.

 

DURATION

The KAP-survey will be conducted during two months starting in the last week of April 2009.. up to the last week of June 2009 (max. 40 working days), including survey design, training and pre-testing for enumerators and CARE staff, implementation of survey in the project site, data entry and cleaning, data analysis (quantitative and qualitative) and reporting. The survey will be conducted in 10 villages in 5 sub-districts in Tangerang city and in 5 villages in 2 sub-districts of Tangerang district (subject to change).

 

CONDUCT OF THE WORK

  • Both CARE and CDC (and possibly another external party) will be involved in the preparation, design, implementation and analysis of the study. Coordination of the survey will be done by the consultant.
  • The consultant will provide enumerators to collect data from respondents/informants.
  • The consultant will undertake a pre-test in coordination with CARE and CDC. The survey coordinator will evaluate the results of the pre-test and immediately apply corrections and adjustments of the process and method execution of the survey if needed.
  • The consultant will submit a first draft of the analysis and all raw data within 3 weeks after the finalization of the survey. After inputs from CARE and CDC are received, the consultant will have one week time to complete the final report.
  • The Consultant reports to the Project Manager of the ACT Project. The Consultant shall coordinate with [1] Program Leader of the ACT project based in Jakarta, [2] ACT Project Manager and [3] ACT project staff. The Program Leader of the ACT project, based in Jakarta, carries final responsibility for the contract and assignment outputs.

 

 

CONSULTANT SPECIFICATIONS

The KAP survey should be undertaken by an agency which can show at least 5 years of experience in behavioral change studies, evaluations, assessments or surveys. Key staff should have a relevant university education.

Survey will be conducted through collaboration with a third party from a University, consulting firm or research agency through a consulting contract agreement. This assignment is open for local (Indonesian) organizations.
