Vacancy at HELM Project: Regional Coordinator for Medan and Makassar


Project Overview:


USAID is implementing the Higher Education Leadership and Management (HELM) project in Indonesia. The five-year program aims to strengthen the capacity of higher education institutions to perform effectively in general administration and leadership, financial management, quality assurance, and collaboration with external stakeholders. These core management areas were selected after thorough consultation with the Directorate General for Higher Education (DIKTI) at the Ministry of National Education (MONE). These core areas are critical to enabling institutions to adopt and deliver quality teaching, research, and service. Absent such capacity strengthening, it is difficult to see how the targeted higher education institutions will sustain improvements in how well they prepare students for success in learning and work.

 

The HELM technical assistance will target a select set of strategically identified higher education institutions as well as DIKTI. Activities conducted at the higher education institutions will provide models and approaches in each of the four management areas that will be implemented at the targeted institutions and subsequently disseminated to additional higher education institutions. The management capacity development under the HELM program will result in systematic improvements in the quality of teaching, research capacity, and community service across the country. HELM support to DIKTI will promote strengthened leadership focused on higher education reforms and improved performance related to the implementation of reform at the national level.

 

The strategy of the HELM project is to leave a legacy of stronger management systems in Indonesia's higher education sector that will continue to improve academic quality, not just in a limited one-time manner, but in a regular and systematic fashion over the short, medium and long term. HELM has identified 50 Higher Education Institutions (HEI) as partners. Strengthening the capacity of these institutions is a shared priority between the government of Indonesia and USAID, and the HELM project will be leveraged to complement other USAID programming.

1.      Regional Coordinator – based in Makassar

2.      Regional Coordinator – based in Medan

 

Principal Duties and Responsibilities:

The Regional Coordinator is responsible for developing and maintaining strong collaborative relationships with HELM partner Higher Education Institutions (HEIs). The Regional Coordinator will liaise with the HEI's HELM coordinator and other 'agent of change' in partner institutions in the cluster of partners. This position will also be responsible for supporting the implementation of capacity development activities, providing site-based follow up after events and on-going monitoring of HELM impacts at the institutional level. The Regional Coordinator will also be tasked with the identification of needs where HELM program interventions might be focused in the future.

 

This position will be based in Medan or Makassar which is a regional hub for the institutional partners. The Regional Coordinator will set up HELM's regional office and be responsible for the administrative and financial management tasks related to that office.

 

The Regional Coordinator will participate in the site-based needs analysis and in the development and implementation of interventions at the level of the institution as well as other identified needs. The Regional Coordinator will also be tasked with supporting the Action Research program through site visits in close coordination with the technical specialists.

 

This is a supervisory position managing office staff. The Regional Coordinator will coordinate closely with other HELM team members on all technical tasks and site visits. The Regional Coordinator will be asked to spend two days in Jakarta at least every month for coordination meetings.

 
Specific tasks:


The Regional Coordinator will take responsibility for the success of program activities in the region and will manage the overall operations of the field office. Responsibilities of the Regional Coordinator include the following:


1.                  Serve as the working liaison to HEI counterparts, implementation partners, and other key stakeholders on regionally based program activities. Encourage HELM partners to become actively involved in activities at the regional and national levels. Maintain regular communication links with all regional partners. Undertake monthly monitoring and coordination visits to all regional partners, collect indicator data as requested from the Jakarta office Monitoring and Evaluation team, and develop initiatives on the project. This will entail relating with local government officials, local community structures, such as KADIN, and international and/or local organizations. Close coordination and information sharing with the other Regional Coordinator is required. It is expected that the Regional Coordinator will do site visits to partner institutions not less than 60% of the time.

 
2.                  Provide technical assistance to the project events, activities per program need, preparation for VIP visits to the field office, and other assistance as directed by the Program Coordinator. It is expected that approximately 10% of the Regional Coordinator's time will be devoted to providing necessary technical assistance.

 
3.                  Ensure daily operations of the field office in close collaboration with central office in Jakarta. Ensure that appropriate approvals are obtained, documentation is in place and that filing and systems are up to date and complete. Understand and maintain the field office budget and monitoring processes as it relates to the overall project budget. It is expected that approximately 10% of the Regional Coordinator's time will be devoted to the supervision of facilitation support noted above and to HELM staff, as required.

 
4.                  Provide program reports including weekly and quarterly reports on activities undertaken and recommended in the region. Monitor regional news media and share relevant articles and information with the other field office and Jakarta office on a weekly basis. It is expected that this will take approximately 15% of the Regional Coordinator's time.

5.                  Other tasks as requested. It is expected that this will take approximately 5% of the Regional Coordinator's time.

 

 Eligibility criteria:

·         Master's degree in education, social development or related field required. Doctoral level preferred.

·         Experience working in an Indonesian university preferred, but not required.

·         Position requires extensive travel both regionally and other locations as needed.

·         Minimum five years of experience working in the field of Education with USAID or other donor supported programs required.

·         Proof of highly developed English communication skills both written and verbal required.

·         Experience developing and maintaining relationships with leaders of institutions required.

·         Familiarity with Indonesian higher education system preferred.

·         Must be organized, detail oriented, self-motivated, and able to work well on teams.

·         Experience with management, administrative and financial skills.

·         Experience monitoring implementation of program activities.

·         Knowledge in specific regional area preferred.

·         Must be interested in working with a multi-cultural, international team in a dynamic and fast-paced environment.

A consortium of Burung Indonesia, The Royal Society for the Protection of Birds and Birdlife International has established Harapan Rainforest to protect and restore the productivity and ecosystem balance of more than 98,000 ha of dry lowland rainforest in Jambi and South Sumatra provinces, Sumatra, under the first ever ecosystem restoration license issued by the Indonesian government. With support from several international donors, Harapan Rainforest will make a significant contribution to the global debate on ecosystem restoration, biodiversity conservation, combatting deforestation and tackling climate change.
Harapan Rainforest is located 3 hour drive south of Jambi City. In turn, Jambi can be reached by one hour flight from Jakarta. Accommodation on site is simple but comfortable.

a.       Financial oversight
b.      Strategic management of staff resources
c.       Preparing input to reports for the Board of Patrons and financial donors
d.      Ensuring legal compliance in all aspects of operation
2.       Develop organizational capacity; delegate responsibility; empower Department Heads and staff to achieve, monitor and report on the results of targets and objectives.
3.       Maintain consistent communication and coordination of all operational and strategic activities with relevant partners and Technical Advisors.

TB CARE I
The Tuberculosis Coalition for Technical Assistance (TBCTA) carries out the USAID funded TB CARE I project. The objective is to "Decrease morbidity and mortality by increasing case detection and treatment success of pulmonary TB patients in USAID priority countries".  KNCV Tuberculosis Foundation is the Prime Partner of TB CARE I.

Responsibilities:
Technical Officer (ACSM) will be required to provide technical assistance to National TB Program (NTP) to ensure the implementation of ACSM activities are in line with national strategy and achieve the target. To do so, the job holder will be expected to work with his/her supervisor and NTP focal person in monitoring implementation of ACSM activities as well as to assist NTP in ensuring good coordination among related CSOs, NGOs and other stakeholders involved in TB program.

Qualification:

•University degree in one of disciplines relevant to the areas of Health Promotion/Education, Social mobilization, and/or Advocacy and Communication
•Professional experience in above mentioned areas for at least 3 years
•Preferably experience working in international development organizations, research and facilitation activities, writing and reporting

Competencies:

•Experience in organizing mass media campaigns
•Analytical skills and ability to identify appropriate solution for problems in the above said areas
•Experience in collaborating with government institutions
•Strong in teamwork, communicating effectively to variety of audiences
•Writing skills, preferably proven experience in writing articles in English

Day Drilling Supervisor (DDS)
Responsibilities :

·         Perform pre-mobilization and post–mobilization inspections. In cooperation with Construction Inspector, Onsite Drilling Supervisor will assure that new locations are suitable as drilling sites;
·         Assure that required equipment and supervision are available for rig moves;
·         Plan, order and schedule necessary materials and Company's Subcontractor services to avoid delays in the operation;
·         Coordinate rig schedules with COMPANY's Subcontractor to ensure that equipment and personnel logistics are optimized;
·         Supervise the overall drilling operation of the well as set forth in the prognosis;
·         Supervise the running and cementing of oil well casing;
·         Discuss and cooperate with related specialized technical personnel and Subcontractors during operations to reach the best method to execute the drilling program or resolving technical issues or problem during the performance of drilling program;
·         Witness cement bond logs, perforating operations and all pressure testing of equipment and casings;
·         Review the performance of  Subcontractors and advise on negotiation, renewal and termination of contracts. This may include a root cause analysis of any equipment failures;
·         Recommend equipment and procedural changes to increase efficiency of operations;
·         Check the equipment, prepare work orders and have for repaired as required;
·         Ensure drilling sites are cleaned up after rig moves and that  environmental policies are complied with at drill site;
·         Perform any similar or related duties as assigned by  Senior Drilling Manager or  Drilling Operation Manager;
·         Upon instruction of Head Office, the employee shall prepare and conduct training for Indonesian personnel, designated by Head office, to transfer technology and knowledge of drilling, testing and completion practices;
·         Perform the Work pursuant and in accordance with all Company and governmental rules, regulations and laws;
·         Along with Construction Supervisor and Safety Supervisor, On site Drilling Supervisor/Engineer will:
-          Ensure tool-box safety meetings and general safety meeting are held
-          Ensures the Company HSE expectations are met
-          Along with Construction Supervisor, Onsite Senior Drilling Supervisor/Engineer and Drilling Supervisor/Engineer will :
-          Ensure pre-spud and pre-job meetings are held
-          Supervise and certify pre-acceptance rig, equipment and tubular inspections
-          Assist in preparing load out sheets and checking equipment requirements during load out and before jobs
-          Prepare rig site recommendations for operational and logistics improvements for end of well reports
-          Ensure the Blow Out Preventer (BOP) and auxiliary equipment are properly tested, maintained and operated by rig personnel.
 
Minimum Qualifications :

·         Minimum 5 years experience, at drilling supervisory level with international exposure comprising at least 2 years as Night Supervisor;
·         Holding valid IWCF well control certificate and RSES training.

URGENTLY REQUIRED
The USAID project Prioritazing Reform, Innovation and Opportunities for Reaching Indonesia's Teachers, Administrators, and Students (PRIORITAS) will focus on capacity building and quality improvements for teacher training institutions (TTI) and for non-academic, pre-service teacher training providers. PRIORITAS will build the capacity of schools and MoEC, MORA national, provincial and district offices together with pre- and in-service teacher training organizations to coordinate, plan and train.
The PRIORITAS is currently seeking qualified individual to fill the position
Administrative Assistant
This position will be based in Jakarta.
The Administrative Assistant's responsibilities will include:

Assist Office Manager and/or PC to organize files, correspondence, faxes, phone calls, manuals, papers, etc. and to continue to update on a regular basis.
Update PRIORITAS staff on status of new products and works in progress.
Assist Office Manager and/or PC in procurement process.
Provide a cordial and responsive written and verbal communication service to both external and internal PRIORITAS clients for program and administrative matters.
Assist in ensuring that appropriate letter-heads, logos, and paper types are used for different level of correspondences.  Understanding RTI and USAID trademark requirements are essential for this work.
Assist other administrative staff in routine administrative functions including preparing travel arrangements (flight/lodging)for all staff  field visits to  provincial/districts, hotel booking and in preparing travel final payment for all staff after receiving complete supporting documents.
Support workshop/meeting in administration and logistic.
Prepare letters in both Indonesia and English for different level clients in an effective and efficient manner.

Translate the letter, brochure, etc base on request for the program purpose.

Position Requirement:

Ability to write and speak fluently in Bahasa Indonesia and English.
Experience in filing and cataloging/organizing various types of materials.
High skill levels and experience in office software, particularly: MSWord, Excel, PowerPoint, etc.
Minimum 2 years experience in office administration and procurement preferrably in USAID project.
Minimum D3 degree or certificate training in advanced office related software.
Ability to effectively organize, prioritize work assignments, and work well under pressure and high stress tolerance
Ability to work independently and as a team member

HSE OFFICER (Construction Project)

Maintain, monitor and review company's daily operations and facilities to ensure employee safety are comply with safety, health and environmental regulations for specified facilities, operations and project.
Requirements:
1. Willing to travel to all company's sites

3. Min. Senior/Technical High School or Diploma Degree in public occupational health & Safety/environment engineer or Engineering Graduate/Bachelor.
4. Minimal 3 years have experienced in HSE Field implementation at high risk industry (For Diploma III in HSE or technical).
5. Will be prefered if understand of lifting equipment, marine activity and or material handling activity.

Responsibilities:
1) Prepare and present safety training and safety induction to enhance safety awareness among employees and clients.
2) Conduct inspections on statutory, fire and rescue equipment to ensure completeness and readiness for use.
3) Inspects project facilities, equipments, observe operations and activities in progress to ensure those are in compliance company's safety regulations.
4) Coordinates and consults with project safety superintendent and/or project managers regarding HSE issues in their respective areas and notifies management staff regarding violation of safety regulations and codes to ensure that all safety defiance are proceed.
5) Support and assist safety audits, inspections and accident/incident investigations by observing employee activities and workplace conditions for submitting recommendations to management to correct deficiencies, eliminate hazards, and improve the overall program.
6) Socialize and record all Job Hazard Analysis, HAZOB, and co-ordinate Emergency Response Team training and activities for the Project.
7) Assist the Project Superintendent & Supervisors in conducting and reporting of all Hazards.
Control and monitor the use of Hazardous or dangerous goods to ensure conformance with the MSDS (Material Safety Data System).
8) Monitor, review and participate in Pre-start meetings and Tool Box Meeting to update with current safety information.

10) Performing a strong visible commitment in to HSE Management System as well as all programs.

IR/ER OFFICER

Maintain, arrange, monitor and administer employee and industrial relation in order to provide an immediate support to all employees in conforming with all company's regulations, policies, and procedures.
Requirements:

Responsibilities:

3. 4. Assist coordinator in negotiation of labor dispute local issue in project and also conduct exit interview in order to represent company.
5. Prepare, register and administer counseling/warning letter for employees in order to ensure any warning letter/counseling process given are conforming to company's procedure.
6. Socialize and accommodate all information that needs to be share to all employees, local community and local authority in order to maintain good communication.
7. Provide advice to all employee issue and administer them if any.
8. Conduct research and analysis on employee relations issues so that other managers, legal counsel, mediators and external consultants are well prepared to carry out bargain, negotiation and dispute resolution procedures.
9. Keep up to date with the employee relation climate in the organization and the industry also with the proposed and actual changes in employee relations regulations, so that the organization's employee relation policies remain current and relevant.
10. Responsible for all process from preparing, carrying out, collecting and analyzing data from Employee Opinion Survey.
11. Demonstrating willingness to learn new skill and continuously look for improvement in work processes and result.
12. Implement HSE policies and programs in all activities of work area.

OPERATIONS MANAGER (Constructions Project)

To provide directions and manage the interface between the Project Managers and all support functions in the Jakarta Office for the day to day running of the live projects that are being undertaken by the E&C section.
Requirements:
1. Bachelor degree in Mining or Engineering from reputable local university/overseas
2. Minimum 10 years professional experience in related field, out of which 5 years in senior managerial position.

Responsibilities:
1) To ensure HSE performance is the top priorities for all operations activities.

3) Assists Project Managers by reviewing Monthly Project Reports and ensures that actions are taken to correct negative trends.
4) Interface with the Client on project team and Petrosea performance matters to assure all issues are being solved and any corrective actions are taken properly.
5) Communicate and interface with senior management regarding operation performance to ensure that all senior management is well informed with any project progress.
